Not sure why you have so many Plex accounts. For yourself, you need one account. You use the same account to login from the AppleTV, a mobile device, or any other client. You use the same account to configure your Plex server.
If one of the accounts has a Plex Pass, then use that account.
The Plex LiveTV & DVR feature requires a network accessible OTA TV tuner. You can read more about the capability, including supported tuners, in the documentation. You can also peruse the LiveTV & DVR section of the forum. xTEVE is a 3rd party tool that supports using IPTV services instead of an OTA tuner.
Plex also has free online tv streaming and video on demand. These are ad supported services. They stream over the Internet. A Plex server is not required. You can read more about them in the Online Media Sources documentation. You can enable/disable the services in your Account Settings.
