What is going on with the unpinned category sorting?

Libraries in odd order after database move, cannot reorder them

I just got word that it will be sorted by Type of Library > Title of library in an upcoming server version. So this would explain the difference between my and your experience, as I am on a server alpha version which already has the necessary change.
