What Plex server would be best

I don’t know if this is in the right place but what Plex server would be best I’m thinking of upgrading I have the NVidia shield 2017 I think it is it’s way before the 2019 version and I’m thinking of buying of buying the terramaster f2-221 all of my media has be converted by handbrake to mp4 or m4v h.2654 I think it’s called but would the terramaster f2-221 be better than the NVidia shield

Building a PMS I’d go for a Linux install. If you search thru all the forum posts PMS seems to be the most stable on a Linux platform. I have 2 PMS servers; one on an 8 year old Intel PC running Ubuntu, the other on a RPi running Raspian. Both have worked flawlessly for 3+ years. Just my $.02.

I must admit yes the shield is good but it does have a lot of errors have to keep restarting it

If you’re already planning to buy new hardware for it, consider a NAS that can also be the server. I’m by no means an expert on all the options, but I have a Synology NAS and just run Plex in Docker on the NAS itself. Simpler to have everything in one piece of hardware than try to coordinate two.

I hear a lot of complaints about the shield as a server lately.

Id get a nas. One box that does everything.

Just keep away from the WD NAS products for the moment. They are undergoing some big upheavals and the user forums are loaded with unhappy customers. The specs look very good, but WD does not do a good job of keeping them up to date and has recently had a spate of security issues. As a WD owner I could not recommend their products right now even though they have good specs.
