My brother is sharing his library with me remotely and I’d like to know how secure is the connection between the devices I use in my home and his server in his home?
What protocol does plex apps uses to stream the videos from his computer to mine over internet?
Is the connection encrypted? Is it HTTPS?

I’ve read this before. It does say casting is not always secure but it doesn’t say the conditions where it is secure or not and it doesn’t say the protocol it uses to cast this over internet.
Casting is anyway limited to your home network 
As for general streaming… the article clearly mentions Plex is using HTTPS with TLS – exceptions might apply for internal and local connection.
