when i delete a movie on the plex server… i expect it to be DELETED and not ghosting the server…

Empty trash
How are you deleting the movie? If it’s not in the Plex UI and you don’t have “scan my library automatically” and/or “empty trash automatically after every scan” enabled (Settings > Library), Plex will keep the entry around until you manually empty the trash.
