Is a Mac mini 2020 with Intel i5 enough for streaming 4K to an Apple TV? Can i stream direct without transcoding, or is transcoding needed since the Apple TV dont support MKV?

yes, its fine. iOS and Apple TV apps now use the MPV player and can tone map and direct play 4k inside mkv. Probably want a A12 in an iPhone or iPad for smooth play back. The MPV player inside the iOS and Apple TV app can also direct play PGS and VOBSUB subtitles. The A10X inside the Apple TV 4K is fine too.
