All I see are references to older Synology versions, and at the Plex.tv servers download page (from the Plex Synology NAS page) it only shows windows (.exe) servers, not a (.spk) for Synology.
I had found a version 1.21.2.3943 earlier this year - but now cannot relocate that source!

The link @BobSnot posted is correct.
On the left hand side, there is a dropdown menu, click that and select Synology.
Then you will need to select the package that is appropriate for you Synology unit.
