Which "Version" is Plex supposed to prioritize?

Server Version#: 1.22.0.4163
Player Version#: 1.30.0.2105

For example, I have a movie with 2 versions in 4K, but different bitrates. Plex is currently picking the one with the lower bitrate by default. What factors go into Plex making the version list? Is there anything I can do to manually change it?
