Why doesn't Xbox One just decode media?

Is it completely necessary that the Plex Media Server has to transcode when the Xbox One is more than powerful enough to do the work? There is quality loss when you transcode and I believe the X1 is more powerful than my media server. My Roku doesn't require transcoding.

If the xbox doesn't support the codec or container used, then yes, it is required to have the video play on the xbox. What are you trying to play?

I'm wondering this as well.

I rip a BluRay to a MKV with a DTS HD, a dolby digital, and a stereo track and still Plex has to transcode.

If the XBOX One can play an actual  Bluray disc, why does it transcode my format conversions?

I believe this is the answer in my previous post.

Your mkv container isn't supported by 3rd party applications. Also, the Xbox doesn't support DTS outside of the bluray application so that would need to be transcoded as well.
