I have run into a very related problem. My server IP is 192.168.100.223 and my TV IP is 192.168.68.10.
Through my server (not TV but computer), I went to Plex Web interface >settings>Network >IP allowed with no auth (or something similar) and put “192.168.100.1/255.255.255.0,192.168.68.1/255.255.255.0” (with no quotes and no spaces). But Plex fails because it still tries to authenticate when there’s no Internet.

then you proceeded to say you have the “Very related” same problem but your question is about auth and the networks allowed without auth setting which is a completely separate thing, which is off topic and zero to do with how streaming traffic is routed/managed
@BigWheel it seems to me the solution suggested is exactly what I tried without success. I have just read it again and come to the same conclusion. Am I missing something?
Thank you for taking out time to explain the thought process. Much as I disagree, it is reassuring to know that such a decision is not arbitrary.
Back to my issue, I’m using DLNA playback to go around the issue. DLNA is not great but it’s fine as backup.
