WIN 10: Plex Server Does Not Load

Has anyone experienced issues with Plex Media Server not working at all after the 1/15/20 windows 10 updates? Plex is in my tasks but the icon never shows up in my taskbar and trying to connect to the server through my browser just sends me to unable to connect. I’v uninstalled, installed older versions of the server, and even deleted the entire plex folder in my local apps folder. I also tried disabling windows antivirus which did not help.

I installed Emby to see if that works and it loads perfectly fine.

I also tried uninstalling the recent windows updates but they just reinstall right after restarting, so I cannot even test that theory.

Any other options I might try?

I am having the same issue mine will show up for a minute or two but then will be accessible until a reboot. Then it will go away again in a couple of minutes.
