Windows 8 x64 Errno 10013

Can't seem to get this working on this Win 8 system. I have the exact same setup running perfectly on a Win 7 x64 PC.
 
I've opened the firewall, set permissions, tried different drives etc etc but it's not having any of it.

Start here:- https://github.com/iBaa/PlexConnect/wiki/Troubleshooting by making sure nothing else is using port 80. After that try making an inbound firewall rule allowing python.exe access to the internet.

I could lie to save face but I'll tell the truth...

As soon as I read the link you gave I though..... YOU IDIOT!!!  and then went and disabled IIS which I turned on yesterday to test something.
