A fundamental platform issue that was identified and is currently holding up debugging the issue further. Microsoft is aware of the issue and hopefully a fix will be released to the insider preview within a few weeks.
The fix for that issue should help a larger number of people that are affected by the stuck on buffering error, but anything that may be occurring alongside that bug can’t be tracked down until that framework patch makes it out.
