XBOX One Subtitle Offsets not honored

On XBOX One, I can turn on subtitle offset settings but they do not actually offset the subtitles. The subtitles play at the exact same moment of video regardless of offset setting. Settings have been changed in both negative and positive steps up to 2000ms with no shift/offset of the subtitles.
