"Your connection to the server was not fast enough to stream this video." on Roku on local network

For a couple months now, I’ve been unable to stream certain movies on my local network on Roku devices (one set-top box, and one HiSense Roku TV - details above are for the set-top box).
For the attached logs, I pulled the plug on the Roku for 30 seconds then restarted. Pulled up a movie that had failed before (MKV file, 24GB) and hit play. It only got a couple minutes in before I got the message “Playback Error Your connection to the server was not fast enough to stream this video. Check your network or try a lower quality.”

This has also happened with a 1.5GB MP4 file. I can stream both videos just fine through plex.tv/web on my phone and tablet.
