Buffering and crashing with Bluray quality mkv

Player Version#: Roku Ultra 4640X

I am unable to play high bitrate (Bluray) MKV video without constant buffering, and eventual crash. Plex is on a desktop server with a very fast processor (6 core, overclocked to 4.9 GHz) and hardwired network.
Roku is also hardwired, but for some reason Plex can’t transcribe fast enough. I have a gigabit internet. After multiple bufferings, Roku stops with an error “Your connection to the server was not fast enough to stream this video. Check your network or try lower quality.”

I’ve had the same issue for a long time. It will play well in stretches but otherwise do this on a gigabit network. I have always suspected it is simply my network not always actually functioning at gigabit levels.

I am trying to play this locally. I don’t understand why I can’t play full quality Bluray through Plex, but I’m hoping that support can identify something in the server log.
