It say’s limits internet bandwidth, does that mean the local subnet does not have this restriction? Thanks.
Correct, it is only for internet upload traffic.

Very few people will need to set or change this preference. It simply lets you specify which IP addresses or networks will be considered to be “local” to you. The previous bandwidth settings do not apply to “local” playback and only take effect for remote playback. By default, only the network subnet on which the server is located is considered to be “local” (which is appropriate for the vast majority of users). This setting can be found in Settings > Server > Network.
I was about to ask this question as I have Internet upload speed at 10mb and max stream at 2mb each.
2 people were watching my media remotely, then I go to watch something on my firefox browser which is the same pc as the server/media is on, and its forcing my playback to the above (2mb max). Also I ran into a few times the error that there was no available bandwidth to play the film, yet its on the exact same pc.
It just seems buggy

What do you have Local Quality set to in your plex/web browser?

It was all set to max. I added my pc’s manually assigned DHCP like you mentioned above into Settings > Server > Network. And all of a sudden it lets me watch in full quality on my pc. I just find it really weird that plex would assume the exact same pc that has the running server to be ‘remote’.
My home network’s DLNA fully works too. Oh well, I guess its fixed a problem that really shouldn’t be there
