Why is “limit remote stream bitrate” config also limiting LOCAL playback bandwidth?

The remote streaming bandwith is applied to local streams.

With a 4mbps Limit and a 6mbps stream it transcodes

only changing the remote stream bitrate limit makes it direct stream.
( you have to restart the plex for windows application for these changes to take effect)

I have tried multiple things that came up on the forum when I searched for it:

  • adding the ip address/mask (192.168.1.1/24) to the networks.
  • Disabling ipv6
  • Trying the web app, (would transcode to x264 anyway but is still a low bitrate due to the limit)

How can I fix this?
