If the server is unclaimed then that requirement to sign in should have been resolved in version 3.41.2 of Plex Web which is bundled with 1.12.3.4973
What version of Plex Web gets loaded when you go to http://127.0.0.1:32400/web ? can you tell ? Does it allow you to select settings / Web ?
