All 4K HEVC content is being transcoded. Why?

@nrobson04 Hi there. We have acknowledged the issue in several threads and have been working on a solution. Sorry for the lack of updates, but for a long while there was nothing to report back with. I can tell you now that we’ve been working with Microsoft on the issue, and we have identified a platform issue that is contributing to the issue. An Insider build with this fix will be arriving in the next week or two. But a caveat. While this build may fix the issue for some of you, we think it may still be present for others after. The issue is complicated and likely has several contributing factors, and the platform bug we identified has made it impossible to investigate properly. So lets get that bug out of the way and see where we are after.

Perhaps I was too soft in my response.

The reason why the optimized version doesnt include HDR any longer is because Plex knows its a problem so they intentionally remove it when its optimized.

What better way to optimize something than to remove the components you know are a problem?

That isn’t quite right. The reason optimized versions of media aren’t HDR is because optimized media is always encoded to H.264 video, and HEVC/H.265 is a requirement for HDR.
