11th gen Intel CPU jasper lake in windows10 very low quality in hardware transcoding

After turning on both the Hw acceleration when available & hw-accelerated video encoding enable options in my Jasper Lake N5105,
I get very choppy videos with artifacts. This is very notorious when video is transcoded to a very low quality or relatively low bit rate. If I only keep Hw acceleration when available enable the problem disappears but my CPU usage get high.

But in another computer I tested in i7-8700 UHD630 plays the same video and has no problems with hardware acceleration enabled.

This should be identified as a known issue and hopefully the officials will take it seriously and fix it in a timely manner.
