4K content is lagging / keeps buffering on Roku Premier

I’m looking for some advice about my Plex server. Right now I am having issues Streaming 4K content on my 4K Roku premier on my local Plex server. It just keeps on buffering, plays for a few seconds and then buffers again.

My set up is:
All media content on a Western Digital USB hard drive connected with USB 3.0 to a mini desktop PC. My router and 4K Roku are all in the same small studio apartment Probably 15 meters apart. The file I’m having issues with is 4K transmitting at about 60 MB per second. Other 4K files which transmit at about 20 MB per second seem to work fine.

Is the issue that my mini PC does not have enough computing power to transmit larger 4k files? Is the issue using the content on a USB hard drive? Something else that I’m not thinking of?

I would try and rule out the USB drive by doing some speed checks on it.
Is it USB 3?
Also what are the specs of the mini desktop it could as you say the mini pc is running out of grunt. When playing the offending 4K files log on to plex web and look at the dash board. That will give you more to go on.

How did you get your Roku Premier to work on 4K. 4K is setup on the Roku.
Mine seems to transcode and cpu usage goes to 100%.
I have a video 2160p 4K x265 10bit AAC5.1
Annoying thing it works on the LG smart tv plex app at 4K with little CPU usage.
