Plex with Roku issue

Player Version#:roku ultra and roku premier+

I’ve recently noticed that when playing a 4k moving from my plex media server to one of my Rokus it has started to buffer and will usually end up telling me the server isn’t powerful enough to play the movie. I am watching the movie on a 1080p tv, however up until recently I’ve never had this issue. Usually plex would show a direct stream so I would assume the roku did the transcoding to 1080p.

My PMS is a Windows 10 box with i5-7600k and nvidia gtx 950 for hw acceleration.

When I watch the same movie on my 1080p computer i have no issue at all. When I watch the CPU load on the PMS during playback it’s usually around 40 to 50% and the GPU is anywhere from 2-30% on average with spikes.

I’ve rolled back PMS updates and can’t get it to work, so I’m assuming it’s roku. Has anyone else had this issue or have any suggestions on how to fix it?

If I tell it to transcode from original to say 20 Mbps it gets slightly better, but still has issues. My Roku’s are on a wired lan going through a Gb switch and my network card on the PMS is a PCIe Intel card.
