4K HEVC Transcoder stalls and will not play on ROKU unless I skip ahead

My problem is specific to just the ROKU client device. I’ve tested many times and it happens remote or local specifically only on ROKU. If i attempt to play any of my 4k HDR content on ROKU plex will transcode which is fine my server handles these transcodes on any other client just fine. however the stream sits at loading 13% and eventually stalls.

I can hack, and get the stream to start every single time by fast forwarding the stream a tiny bit say 20-30sec and the stream will start. alternatively if i resume playback on a movie it works every time, but if i start from beginning is when the problem happens every time.

If i disable hardware accel transcoding the stream starts and plays fine albeit my server cannot handle 4k transcodes without hardware accel enabled so it eventually fails as it cannot keep up. I’m using a 3060TI as my hardware accel device. my cpu does not support intel quicksync.

I’ve also tested this with other remote clients utilizing a ROKU and they experience the exact same behavior as my roku client remotely. I’ve also verified this behavior does not happen if the server is being hosted by a linux based plex client, 4k transcodes seem to load fine.
