4k Transcode Buffering( pausing ) GTX1060 - Not Maxing out in Task Manger?

Greetings I know this is a popular topic,

i5 3750k
12GB ram
GTX 1060 6GB

I really thought with the 1060 the hardware transcoding would be able to keep up? I am testing with my 4K tv thats in the living room. It can direct play fine but I want to be able to trans-code for other devices. I can see the usage go up to 20% when transcode is on but it shouldn’t be buffering it it’s not even half way maxed out?
