With your Plex Pass I would imagine anything being sent that exceeds that setting will transcode - over-riding the remote quality setting of the client.
Since you can’t get 10 tons of cabbage on a 5 ton truck, and you may want to share some of that available 5 tons with some carrots you may need to limit an individual stream in some way, to like 2.5 tons - and that setting would probably do it.
So, let’s say you have 3 potential ‘customers’ and a 5 ton truck. You let each customer have 1.2 tons, leaving some room for beer and cigarettes (and maybe some gas for the truck).
