In case you do not know, there is now a server side parameter to limit remote quality. It is under:
Settings / Remote Access / Limit remote stream bitrate
This is great and I didn’t know about it, someone told me in Reddit and I am extremely grateful.
Edit: It seems the parameter is very old, but I honestly never realised.

That isn’t new.
If you set that to 10 Mbps and 10 people try to stream they will all get 1Mbps.

Not sure who has recently said there’s no server side setting for this, but it’s been around since 2016 (though it does require a Plex Pass): McStreamy and the Brain: How to Take Over the World in Two Easy Steps | Plex

What you describe is the Internet upload limit, which is for the whole server. The one I am saying is for each stream.
