Access to Plex Media Server

I have Plex Media Server installed on a local QNAP which I have access too and have created my own libraries based on my files on the QNAP.

What I am trying to do is allow another user in the same household access to this server so they can create their own library based on their files on the QNAP

From their account it says I need to install Plex Media Server and I am unable to find the QNAP.

I believe this may be because I have “claimed” the server under my account. Is there a way another local user can access the same server to create their own libraries?

There is only one server administrator. The one who claimed the server.
Other users are not allowed to change anything, except creating playlists, and selecting subtitle and/or audio tracks (if there are more than one).
