I have a friend that has shared his library with me. I have a local user that I use to manage my libraries and server and his share library shows up there. However, when I go to the household account or guest account his libraries do not show up. How do I maintain control over my account and yet give my household access to his library?

You don’t - he’s shared with your main account and no others.
Trudge is right. Your friend would have to share his library with your household account (assuming it is not a Managed User), rather than your main account. Plex does not allow sharing libraries that have been shared to you. Most people argue against implementing this, because it can lead to bandwidth issues.
@beckfield my issue is that the main account we use is a managed user not my main user account. I do not want my main account used since I have 7 libraries, the server and 8 friends - it seems kind of crazy to have to give my household access to all that and run the risk of something being screwed up because someone gets confused about all the management tools. We view everything strictly from a manage user account.
Create a full user for your household account and add it to your Home, then have your friend share to that account
