Activity constantly active showing "Downloaded by XXXXX"

For a while now the Activity ring on the Web App is always spinning and when I click on it there is always a message “Media Downloaded by xxxxx” and the name of the file. None of my devices are actively downloading a file.

My question is, how do I stop this?

There’s no significant CPU usage or Bandwidth being used but just confused by this Activity.
