Add- Allow server to specify client default bitrate (UNLESS a client-side default has been set)

Simple idea / feature request (looking for feedback):

Allow a Plex Server (admin) to define the remote client default bitrate while clients are using their server. (just the default bitrate for their plex clients who have not changed their apps default bitrate settings)

Issue: fed up with low client bitrates (and users occasionally saying quality is just ok when they use my plex server). - the reason for this is the Default bitrate that plex has decided to apply client/app side, is too low, at 2mbit.

95% of friends/clients are looking for a netflix like experience, where they open app, and play content. (ie they dont mess with settings, so 2mbit becomes what is used de-facto).

this is different from 5 years ago where all/most plex users (and clients) were more tech savvy, in which case its reasonable to expect them to change/test different settings (and to even know what bandwidth/bitrate/remote-bitrate means in-terms of plex app settings). Now-a-days its not uncommon to have 65+ year old users as clients. (no offense intended)

Solution: Allow a Plex Server to define the client default bitrate while client is using their server. (this server->client default is over-ridden or ignored if the user has made a change in their plex app’s settings, or ofcouse if plex cloud tunneling/in-direct is in effect).

Its a per server setting- ie its not sticky in the sense that if a plex client connects to server A , they may get fed a different default bitrate than if same plex client connects to server B.
(unless ofcourse the client has made a change to their plex app’s bitrate setting, as that always gets priority)

This would help eliminate the very frequent posts on here of “why 2mbit … why low bitrate…” (posts here usually are complaints/issues).

A plex server admin is best equpiped to determine what their clients default bitrate should be. (ie someone may have 10mbit upload w low-end server build, another person may have 1gb fiber upload with a powerful server…ect.).

I think this is a much better solution than expecting all clients to fiddle with settings. 2mbit is just not an acceptable default (in my case), and 90% + of my client streams are at that rate.

(the default value of this new server-side setting could be 2mbit, so that nothing changes unless the PMS admin decideds to change it)

in my case i would probably set the default for my clients to 4mbit (to be conservative, and as i have the capacity in all factors needed).

Some PMS admins may want 1mbit as their default for clients (im well versed in plex/PMS and am aware of the server-side Max bitrate setting).

what are yall thoughts, please?
