Add Filter Rule Group Above/Below Current Rule Group

I use a lot of smart playlists. As I go through the creation process, I am finding it would be a powerful option to be able to create a filter rule group Above the current rule group. Currently, when you add a group, it is added below the selected group.

For example, I have a rule group that lists several artists. I then decide I want to also limit the those artist tracks to certain years. Since I created the artist rule group, I would like to include that rule group under a superior rule group. Under that superior rule group, I would now create a second rule group that narrows the selection of tracks for the list of artists.

I have included a pic of what the group creation menu to provide this feature. [Please ignore the Track Last Played/Skipped values. These are temporary during the playlist creation process]

I would suggest instead a feature to drag to reorder filters, including indenting/outdenting inside/outside rule groups.

@SwiftPanda16 That would also be great. When reordering, it would be required to have the means to indicate whether the group is at the same level, or is above or below.
