By adding firewall holes, is it possible to add an HDHomeRun tuner on another network?

As far as I know, HDHR systems won’t stream across different networks.
Yes, with appropriate firewall rules, you can use an HDHomeRun on a different network from the Plex Media Server. It will likely not be automatically detected, so you’ll have to manually enter its IP address during DVR setup:
