The idea is to allow users to create other users in their own server. I now that with the current architecture some major reworks are needed.
Plex could be compatible with AD, LDAP and/or providers like OpenID. This would allow people to use Plex without Internet access and to manage their own users as they need.
There are also some privacy benefits as you can be assured that no data nor metadata is ever going outside the plex server.
About plex pass perks, you can require the server owner to have plex pass to enable these external providers.
A request for the same feature exists already, and it has more votes.
Therefore this one is closed, to prevent spreading the votes across several threads, even though they vote for the same (or at least very similar thing).
