It works like iTunes does/did. The actions apply to a user-generated region at the start of the play queue, which doesn’t exist when you first play something. E.g. if you shuffle your entire library, you don’t want Add to Queue adding after the 40,001th track.

Ok, thanks for clarifying… but I still don’t understand completely. Why have two functions (“play next” and “add to queue”) - doing exactly the same thing?

They only do the very first time; once a user region has been established, both actions add to the start and end of it.
