Why the only way to create a Smart Collection is using the Advance Filter option??

No, as you can see from my screenshot, that’s the bottom of it.
Which Browser are you using?
Either use your scroll wheel to ensure that you are indeed at the bottom of the list,
or use a web browser without browser add-ins.
I’m using Chrome.
You might be right, just tried in Incognito mode and I can see the filter

Why would browser add-ins interfere with that specifically? I mean, the cose is a bit different, but not in a way that would be conflicting with my add-ins.
