Don’t worry it’s a bit of Apple magic to keep you safe in Catalina.

Go to system Preferences/ Security & Privacy Pane/Privacy

You will need admin access

I believe this should resolve your issue.

Well done,
Thank you so much.
Now It’s working.

You are welcome, as i said a bit of magic

Re. folder content not available when accessing USB-connected APFS drive/folder on Mac Catalina, having tried all solutions proposed, (e.g. changes in privacy settings, shared settings, share-only user names, SMB enabled, you name it) – all to no avail
, only thing that worked was selecting library type 'Other Videos" and not ‘TV Shows’ or ‘Movies’, (despite what may be TV or Movie ‘content’) and only then did all .avi and .mp4 files, etc. scan correctly and show up as thumbnails, and visible/playable via Plex or Infuse client. What a pain! Wish this workaround were better documented and more widely known

Is there a reason you wish to use a external drive formatted in APFS?

Myself I use NTFS on USB externals with my iMac, the flexibility is rewarding. I can take the drive and use it nearly anywhere. If a friend would like a copy it’s a matter of Drag and drop. It’s quick and I do know it’s for crazy Windows dudes. Shame on me, you can beat me up later, LOl

NTFS for Mac from Paragon Software just works. If your using APFS with a SSD i can some what see your point but a External USB drive not really. Time machine maybe a consideration but there are plenty other options for backup.
Previously I used MacOS Extended (Journaled) but ran into the issue of sharing files with mates. Now I can plug in a Thumb drive NTFS formatted of cause and head off into the world where those strange Windows machines are in force and not look like a Nuckle head. The same can be said when your offered content from a Windows Beast, plug it in, drop and drag and it’s mine. Who said Mac can’t work with strange
Peripherals from the wild.

Same problem, but privacy security>files window doses not show plex?

Manually install Plex again and swap out app in the application folder. You will need to have admin access.

I’m having the same issue. Have rebooted the Plex server and re-downloaded Plex for my mac a number of times but I never get plex appearing in the security>files and folders list.
It seems that Plex never requests access to network folders from macOS on my machine.
Any further ideas?

Have you tried when in Security & Privacy window using the + button under the list of apps. If you click on the + button you should get a window that allows you to browse to and select the Plex app. Once added just follow the initial instructions.

Thanks for the suggestion.

I’ve played around in the security and privacy window but the + button isn’t enabled for files and folders. I can add Plex to full disk access, but this doesn’t solve the issue.

Hi,
I don’t want this to sound rude but can you take a screenshot showing me Plex Media server in your applications folder.

Example:

Hi,
I don’t run the Plex Media Server on this computer. It runs on a NAS.

If you truly want to resolve your issue it would be best to start a new Discussion with all the information that would be required. Hardware, software versions etc. This discussion was a different subject, no NAS involved.

I wish to resurrect this thread because i’m having the same issue after upgrading to Catalina. I can watch media locally on the Mac, however my external device is not seeing the library. My library is on an HFS+ formatted Thunderbolt 2 drive attached to my Mac. I have followed all the steps outlined here including reinstalling Plex Media server manually. Still, nothing Plex-related shows up in the Files and Folders area of the Security and Privacy prefpane. The plus sign to add an app is grayed out and unavailable, even with the admin unlocked. Maybe I just need to restart the Mac?

Woodcreative: Have you ever solved your issue? I have a very similar one
Using Drobo DAS, Plex can see and use all previously created and scanned media files, but cannot “see” any new files. It can even save new DVR recordings (although it does log some kind of error).

This sounds like a different issue from mine. I cannot see any of my plex media files remotely, although all are viewable locally in Plex. I added the Plex Media server to “full disk access” permission, since I can’t add it under files and folders, but like a previous commenter mentioned, that didn’t help. Guess I’ll have to use something else like Emby.
