Currently your localhost Plex server is unable to play media when there is no internet connection. Adding an option to play (similar to local network) would allow users to consume media easier without internet connection.
You might want to take a look at that thread in the tips & tricks section (relatively long read but helpful)…
Thanks, I can access Plex from other devices without internet (well, most devices, not XBox or such). But localhost is explicitly denied. If I recall that thread you linked to mentioned it might’ve been a security issue, but could not confirm.
