Allow "watch together" to use sync'd local media

Sync to Set Top Boxes / Offline Use of Set Top Boxes

Simply, re-add the ability to sync content to set top boxes, it used to be in early builds of the Playstation & Xbox apps. This would allow military personnel, people who travel often, or people who go on retreats to be able to sync content before leaving to watch in any location.
