Android app constantly buffers, yet Roku, Fire TV and browsers client work fine

When watching live or recorded material via the Android app on Google Pixel 2, the app constantly buffers. All of the clients mentioned in the heading of this post work without issue. It doesn’t matter if the Pixel 2 is on WiFi or cellular data–same result. At the same time, if I close the Android app and access the TV tuner at the same location utilizing HDHRFling, not only is the video quality provided by the CODEC associated with the default setting (“Average”) superior, but it does not buffer. HDHRFling simply works as it should. I am running the latest Android client and the latest Plex Media Server, Version 1.12.0.4829.

Any ideas how to make the Android client work without constant buffering?

I would like to update my original post to correct the statement that both live TV and recorded material are subject to constant buffering. Upon further review, it appears that only live TV buffers. Recorded material streams fine to an Android phone. Still, live TV using the same HDHomeRun tuner streams perfectly to the same phone.

Any idea what to adjust?
