EDIT:
Problem was 9.9 Beta. Reverted to 9.8 and problem is fixed
Watch from start goes immediately to end of where it is currently recording. You cant even rewind without app crashing.
Reverting to 9.8 corrects problem

Glad to see you are working on a fix. If you could, please post back when it is in place. I have updates disabled as I dont want a prod verion with this issue either.
