Another "Looking for Servers" problem

Hi all, I am at my wits end on trying to fix this issue so I hoping I can get help here. I am installing the latest stable PMS on a Windows 10 x64 PC ver 16299 (Fall Creators Update). This PC had a working PMS previously, but it was uninstalled about a year ago. Before installing the new PMS I removed the AppData/Local/Plex Media Server folder.

When I open Chrome to 127.0.0.1:32400 or localhost:32400 or 192.168.0.225:32400, it only shows the Plex client and not the server. It always shows Looking for Servers. I have researched this for days and come up short.

I usually can figure this stuff out, but this one has me stumped. Any suggestions on next steps?

Thank you for the link. I read through the suggestions and none seem to apply. I have not removed Package Cache Install files or experienced an error code. The install completes with no errors.

Did you also remove the old data from the Windows registry?

Removing the old registry settings did the trick. THANK YOU.
