Any change to media files results in high CPU (70-100%)

Server Version#:win server 2012 r2
Player Version#:v1.24.2.4973
Server specs#: xeon 5218 x2 ram 64gb

For past few month been suffering from High cpu usage by plex when ever there is any change to media files which I turn cancels any active stream when ever new file is added or deleted. Library scan is set to partial and all extra library scan features are disabled. I’ve tried everything else but can’t seem to find the cause of the issue I’ve even performed library databae repair recently and didn’t help. I’ll attach the logs if someone can have a look if there is any clue there. For some reason can’t attach log so here is drive link with logs zip.

Update: I have been trying everything and weirdly removing server from tplex account and re adding it back briefly solves the issue for few hours then it comes back again so next tried creating a new plex and adding that same server to it and no more issue for over 24hrs. But this is not a fix as my main account has yeah plex pass and I do t want to get it all over again for new account . Any one has any ideas?
