Here are two pictures taken while watching the opening scene of Blade Runner 2049 on the new Apple TV 4K 2021 connected to an LG CX 65". This is a 4K Ultra HD Blu-ray remux (HEVC Main 10 HDR bt2020).
Picture while watching via Infuse App (no color banding - there is a little distortion from the camera but that is not seen on the screen)

I’m not sure why this only occurs on the new Apple TV 4K 2021. I have an old AppleTV 4K and it does not have this problem. It seems like Plex is doing some sort of dynamic tone mapping or something as it also seems to change the color balance and raises the blacks significantly. I have found two ways around it:
- Enable “old video player” in the Plex settings (this comes with its own problems)
- Use the Infuse app until Plex sorts out their 4K HDR issues.
I’m also having the following problems with the Apple TV 4K Plex app, so I’ve pretty much abandoned it and am using Infuse instead. It is a shame since I like the features and layout of the Plex app better. However, there are far too many playback issues that make the Plex app unusable for me at the moment:
