Apple TV 4k - Cannot play back locally or stream

First time posting - having issues with local and stream playback all of the sudden. Issues even if Enhanced player is enabled. I have a windows 10 system with 3700X and P2000. I used to be able to transcode 4k and stream it (only did to test capability), and now I can’t play any 4k content locally or not, and even 1080p files are failing locally and streaming (on Apple TV 4k devices that previously were working).
