The only thing I found that works for me, is disconnecting my ethernet connection to it, and going to Wi-Fi connection. I hate to lose that added speed on my 1 Gbps, but this is all that’ll get it to play smoothly and quickly as expected.
Why the heck would this be an issue?? 
And I also have an Nvidia Shield TV, and the same thing happens on it too.
I have similar issues. A video will be streaming fine, but then pauses. I click to start and runs for a few seconds and pauses again. Eventually a message appears saying it cannot stream at that speed.
No issues occur when viewng the same video using the Infuse app.
Observation: Plex has many settings for direct and internet streaming speeds. No ohter players have that level of control. Why not just stream like the other apps? Seems like all those speed settings are a bit overkill. IMHO.

This issue has still not resolved itself. Stuck using Infuse.
