I’m trying to change the app icon on my Apple TV but it keeps saying I need to be a plex pass user. I am a plex pass user.

Just a thought: If you are in a Plex Home with other users, make sure you are logged into the app with your account. Note I am not talking about selecting your account from the profile selection (though that is also needed) I am talking about making sure the app is linked with your account.
If the app is logged in with a home user not having a Plex Pass it might limit the ability to change the app icon. That’s the first troubleshoot that came to mind.
If you are not in a Plex Home, then this would not be the problem.
