Apple TV HD (pre-4K) can't play HEVC and Plex is not aware of this resulting in blank screen

Server Version#: 1.30.1.6562
Player Version#: latest (sorry don’t have the device), tvOS: 16.2

My relative complained he could not play some files on his Apple TV HD (pre-4K). Auto-Adjust Quality was set to ON, Remote steaming to Maximum. The Apple TV HD is connected to an HD TV, and this Apple TV can output HD max. It was weird, 4K files worked (by transcoding), some HD files worked by Direct Play/Stream but most were just showing blank screen and nothing. When he set Remote streaming to 720p everything started to work by transcoding (I don’t have 720p files).

By trial and error we found that this Apple TV HD can’t play HEVC/H.265 but can play H.264. Wikipedia article confirms it. Most of my library is in HEVC that didn’t play and some files are in H.264 that played. But Plex player didn’t request transcoding when it attempted to play HEVC content. That’s why anything transcoded played fine because it transcodes to H.264.

Setting remote streaming to 1080p HD High 20 Mbps, Medium 12 Mbps or 8 Mbps didn’t invoke transcoding, so the videos didn’t play (blank screen and nothing, and the server was showing Direct Stream or Play).

Can the developers look into this please? The client should request transcoding when hardware can’t play certain format. Changing settings to “old player” didn’t help.
