Just to confirm, by PIN code are you referring to your PIN associated with your Plex home user, or the code that you would type in to plex.tv/link ?
Just want to make sure you are in fact logged in. I believe, with all of the recent free content, Plex has the ability to skip login.
When you are logged in to the app, are you logged in as your user, or a managed user. I do not believe all of the settings are present for managed users.

Yes, I am already logged in. It is asking me to enter my PIN every time I open the app. And the option, in settings, to automatically do this is missing (among others)
I am the user. I guess I can ditch the PIN, but I should not have to

Ah, I was able to reproduce the issue.
I am assuming you used the option to Sign-In with Apple?
I just logged out and tried the Apple sign-in and I see the same results you do.
Give me just a moment while I figure out how to get signed out.
This is definitely a bug when signing in with Apple.
So the solution I used is to delete the app and redownload.
When it asks you to sign-in, do not use the ‘Continue with Apple’ or ‘Sign-In with Apple’ option. Instead use the temporary code it gives you to sign-in through this link: Link | Plex
One last suggestion, since this is a bug, I would recommend you change to title of this thread to something along the lines of [Bug] Limited Settings on Apple TV when signing in w/ Apple
This will give better visibility to the Plex devs of the issue (instead of a comparison of two devices)
Actually I did NOT sign in with my Apple ID. I assumed that doing so would not get me to my account, so I did the Plex.tv/link thing. Type in the code it gives you. I know that it is my account, because it is showing me my libraries, my icon, etc…
I was going to delete the Apple 4K Plex app and try again, but it told me that doing so would delete the app from my other Apple TV as well. That gave me pause. I am envisioning instead of fixing it on the 4K, ruining it on the old Apple TV as well.

Let’s try this: Completely close the Plex app on the Apple TV. On Plex Web, go to settings, and at the top left select Authorized Devices. You should see your new Apple TV 4K in the list. Click the red x next to it to remove it from your account. This should log you out of the device, allowing you to log back in again.
I decided ‘screw it’ and deleted / reinstalled it. Logged in again, and everything is as it should be. I did notice that it asks you twice if you want to use your apple account. I know that I said no the first time it asked on the first install. Maybe I missed the second ask.
I can see no purpose to neutering the settings if you logged in with your apple account. For that matter, how did it get to my libraries with my Apple ID? Rhetorical question…I probably don’t want to know.
Apparently, the threat to remove it from my old Apple TV was…just a threat. After I logged back in, I checked the bedroom TV and the app was still there. Either that or it reinstalled itself in the time it took me to walk upstairs.
I do not think this is intentional, and it most likely a bug that needs attention (thus my suggestion to tweak the thread title a little for better visibility)
