Your library isn’t large enough or the artist you are trying to use radio with doesn’t have enough similar tracks. The bigger your library the better radio works. I am sure if you look through the forum enough you will find elan or someone mentioning this. This “problem” seems to come up a lot.
90% of my library is Metal so radio works really well on that but the other 10% is Synthwave and radio is next to useless.
The number of Similar Artists you see on an artist you want to use radio with is usually a good indication of how well radio will work with that artist.
This isn’t the issue.
I have 43 Bob Dylan albums. Why when I start an artist radio for a related artist does it always use the same Bob Dylan album for the first 3-5 Bob Dylan songs that get played. In fact, it does that for every related artist played.
Same thing happens when the Beatles are pulled into an artist radio. I have 13 albums tracks could be pulled from, but it always starts with the same one. Then it will only play tracks from that album until 3-5 plays from the album have occurred. Then it moves to another album – rinse, repeat.
The problem isn’t lack of music, it’s that artist radio doesn’t appear to be “random.”
At the risk of ‘User Logic’ not having anything to do with Plex - your issue sounds exactly like this issue, which was my issue, and now is no issue:
Also not sure how Artist Radio and Shuffle might look in a wedding photo, but my ‘Random’ Shuffle has been completely exonerated and released from Gulag Plex to live life normally among other Random Events in our lives.
It did take some doing.

Whew, there is a lot to unpack over there. Turning off popular tracks is what did it for you? If so, prior to turning off popular tracks, is that all Plex was giving you when you would shuffle?
The Bob Dylan album Plex starts with EVERY TIME, doesn’t contain any of the popular tracks Plex has listed for him.
Whatever is causing the issue, it’s definitely either a bug or “feature.” There have been enough confirmations in this thread alone.
@OttoKerner, you mentioned you reported the issue. Do you know if it has been acknowledged among the devs?

Nutshell:
You’ll never get (at that time - maybe now) a ‘Bog Standard Library Shuffle’ if ANY of your Artists have ‘Popular Tracks’. ‘Random’ only Shuffles from Popular Tracks unless forced to move on enough times for it to actually ‘move on’.
Remove all ‘Popular Tracks’ - with a Plex Dance Junior - and the Random Shuffle resumes.
That’s all I know.
I don’t know if Artist Radio and a Bog Standard Shuffle have anything to do with one another - it just sounds very familiar. That’s all.

I still get the same list of songs the first time I start an artist radio. The list is varied as expected but it is the same list every first time. Then the second list is the same second list every time, if that makes sense. Like it is predetermined. Tried with and without popular tracks turned on for the library. Tried with and without smart shuffle as well.
With the lack of response here I’m afraid this is working by design. If so, bad design.
Or even acknowledgement from Plex developers. They got our money, so “oh well” I guess is their stance.
Jellyfin is looking better and better by the day.

There’s a known issue with the way PMS is currently handling radio shuffling. The issue has been identified, and I believe a fix should be on its way soon.
While I can’t provide a timeframe (I simply don’t have one
), I’ll report back here once the fix is released!
